This is the set of absorption coefficients used in the
Kasting-Pollack-Ackerman radiation code for the CO2 continuum.
These numbers have been pulled directly from the radiation code,
and re-scaled to the ClimateBook units. 
They originate in measurements due to Pollack.  The wavenumber
is in cm**-1.  The absorption coefficient is given in m**2/kg,
and is for 1 bar of foreign-broadening pressure. Multiply
by 1.3 to get self-broadened values.  Absorption scales
linearly with broadening pressure.  The absorption is
given at 300K. At other temperatures, it scales like
(300/T)**Texp
